Why were there so many famous people/actors in Saving Private Ryan?

I just watched the film for the first time and I recognised basically
the whole cast.

Did the film want alot of famous people or did alot of famous people
want to be in the film?

Some people like Vin Diesel wasn't that well known back then either...
